Strengthening the capacities of the National Police units in the sphere of combating organized crime

Abstract

The article is devoted to problematic issues of reforming the law enforcement system of Ukraine in the fight against organized crime. The authors analyzed the basic provisions of the Concept for the Development of the Security and Defense Sector of Ukraine, examined the effectiveness of the reform of law enforcement agencies engaged in the fight against organized crime, in particular the authorized units of the National Police of Ukraine. Current issues of improving the activities and functionality of the units of the Strategic Development Department of the National Police of Ukraine are identified. The author pays special attention to the issues of evaluating the level of public confidence in the units of the National Police of Ukraine based on criteria, the main of which is the state of crime. The author believes that the main task of the announced reform in law enforcement remains the formation of a balanced and consistent approach in the context of the implementation of public policy security, which should be based on the principles of openness, publicity, planning, systematic. It is precisely the National Police that plays an important role in countering such a shameful phenomenon as organized crime. Since in our country there is no strategic systems approach at the national level to counter organized crime, the state should form the basis for ensuring the functioning of effective law enforcement activities to update and improve domestic legislation and adapt the best European practices in organizing tools, instruments and methods for law enforcement agencies. In the context of the implementation of the European integration policy by our state, it is necessary to study and capture the Europol experience in conducting a substantive evaluation of the state of organized crime.
