Structural Pension as a tool of Rural Areas Management

Abstract
The aim of this paper is to present the program of structural pension as a management tool of rural areas development. Structural pension have been developing for many years in Western Europe but in Poland are known for 10 years and have been changed twice during this time. The paper presents some research results of structural pension programs for 2004-2006 and 2007-2013 as well as its influence on rural areas development. Agricultural structural pensions constitute an important instrument of rural areas restructuring management. The structural pension research refers to the new institutional economy theory and public management. The scope of the research included the whole country for the period of structural pensions functioning in the years 2004-2006. Reference and comparative grounds for the state research were 16 voivodeships, which function in the Polish administrative division. Statistic methods, resource analysis and criticism method, interviews, directed conversations, discussion and observation method were applied during the research. The research results indicates that the structural pension achieved two goals: older generation of farmers got a good social security; younger generation became farm owners. In spite of this the goal of farms’ land enlargement wasn’t achieved.
