Survival strategies in a conflicting world of work: the pilots of the port of Buenos Aires, 1856-1924

Abstract

The pilots, one of the traditional maritime crafts, occupy a small place in the literature concerning labor relations in the ports. The present article analyzes the ethnic characteristics of the pilots of the port of Buenos Aires during the second half of the 19th century. These characteristics determined, for several decades, the modes of association of the pilots and the informal distribution of the labor market but they lost much of their vigor with the subsequent nationalization of the craft. The article focuses also on the strategies developed by the pilots in the new context of social polarization and clash, that dominated the port of Buenos Aires since the frst decade of the 20th century: their alignment with the unions of the other qualifed mariners, their solidarity with the Federación Obrera Marítima during the important “battles” of the years 1916-1921, but also the conformity that some of them showed with the interests of the shipping companies. Also, the pilots asked, in many occasions, the action of the State in matters that concerned their profession and supported publically the pensions’ law of 1924 which led to a break in the solidarity ties between the Federación Obrera Marítima and offcers’ unions.
