TACTICS OF COUNTERACTION OF HUMAN TRADE BODIES OF THE NATIONAL POLITICS OF UKRAINE: DOMESTIC AND FOREIGN EXPERIENCE

Abstract
The article is devoted to problematic tactics of detection, suppression, disclosure and investigation of human trafficking by the operational and investigative units of the National Police of Ukraine. Concepts, forms and types of human trafficking are analyzed. The most common forms of committing human trafficking against Ukrainian citizens are identified: 1) for the purpose of sexual exploitation; 2) for the purpose of labor exploitation. According to the results of the questionnaire, it is established that the search for information on human trafficking should be carried out in the spheres of activity of travel companies (56%); agencies for employment abroad (57%); marriage agencies (53%); modeling agencies and beauty schools (51%); organizations providing so-called "escort services" (53%); the newest religious organizations (sects) (82%); commercial associations operating in the entertainment industry (night clubs, strip clubs, hotels, massage parlors, baths and saunas) (83%). The main tactical methods of operative (initiative) search for revealing the facts of human trafficking for the purpose of sexual and labor exploitation are considered. It is argued that effective counteraction, including detection, of crimes related to human trafficking requires the proper interaction of the units of the BZPTL PE with other operational police units, law enforcement agencies and public organizations. In particular, it is noted that in order to identify and effectively investigate crimes related to human trafficking in a timely manner, it is necessary to attract qualified employees of economic protection units, which in turn will help identify legalization (laundering) schemes for the proceeds of crime from trafficking in persons. It is also important in the search for information (signs) of trafficking in persons by units of BZPTL PE to exchange information with units for countering drug-related crime, since narcotic drugs are one of the main ways to control victims of human trafficking. No less important in the detection of information (signs) of trafficking in persons is the interaction of the BZPTL units with the anti-cybercrime counter-units and the units for combating organized crime within the Criminal Investigation Department, since recruitment by organized criminal groups of victims of trafficking in persons is carried out through social networks in 90% of cases . It is concluded that effective counteraction of human trafficking by the National Police is possible only for the acquisition by employees of investigative and operational units of the relevant theoretical knowledge and practical skills of tactical features of identifying, documenting and investigating such crimes.
