TAXONOMY OF PLANNING LEVELS AND MODELS IN EMPTY CONTAINER POSITIONING

Abstract
There are several studies in the literature about empty container problems. Taxonomy of them is crucial to define the solution areas that can be deeply researched in future. In this study the solution, areas of empty container problems have been categorised in terms of planning level defined as strategic, tactical and operational. When categorising them, the criteria determining planning level have been compared with the contents of the relevant studies issued between 2010 and 2018. The mathematical models in these studies have been reviewed as well. The majority of the reviewed studies are at tactical level. The number of studies at operational level is relatively scarce. At strategic level, the number of studies is awfully poor. Utilization of stochastic modelling is quite poor in an environment where uncertainty is rather high in terms of political and economic developments. Particularly, the effects of short term container leasing practices decreasing empty container movements may be prominent for future studies. Some areas are promising to suggest practical solutions for the maritime sector. These are, decreasing dwell time for both full and empty containers, fixed-day scheduling, common operation of containers in assets and leased.
