„Telechata” jako instrument zrównoważonego rozwoju obszarów wiejskich

Abstract
The subject matter of the article is the Telecottage, that is the public access point to information technologies (IT) offered to rural populations. On the one hand, the author focuses on the description on this new and highly innovative social institution and on almost twenty-year long history of the global development of telecottages system, but his primary task is to show the changes which have taken place, and still are talking place within it, the changes that reflect a fast progress in the development of information society in rural areas throughout the world. Whereas the early telecottages of the late 1990s assured the access to computers or the Internet, the scope of their application in the first decade of the 21st century has largely expanded. Now telecottages are used to spare rural population’s time-consuming personal visits in the offices to arrange numerous affairs, as well as to enable them to take advantage of opportunities connected with Life Long Learning such as an e-learning mode of education. It is also hard not to appreciate the role of telecottages in the promotion of revitalization projects addressed to rural areas in the European Union countries. And last but not least, it is telecottages that are used as meeting places for young people to exchange their experiences, to spend their leisure time, to integrate local communities, and to promote sustainable development of their places of residence.
