ТЕОРЕТИЧНІ ПІДХОДИ ДО АНАЛІЗУ ОСНОВНИХ ІНСТРУМЕНТІВ ДЕРЖАВНОГО РЕГУЛЮВАННЯ ОСВІТИ

Abstract

T.M. Mayboroda Theoretical approaches of the main instruments of state regulation of education analysis. This article is devoted to the study of the main theoretical approaches of the main instruments of state regulation of education analysis on the Ukraine example. The author proposes to divide the instruments of state regulation of education into administrative-legal and financial-economic methods. The first group relates to the normative and legal framework, which forms the general normative field of activity in the educational sphere and regulates all possible relations. The author identified macro-level (normative acts of the international community and general strategic documents as strategies, doctrines for the development of education), mezo-level (basic legal acts in the field of educational space of Ukraine) and micro-level (setting standards at the level of a separate educational institution). In addition, administrative tools include various methods for ensuring the quality of education (internal and external). Focusing on external methods there were characterized standardization, licensing, accreditation, audit and evaluation of educational institutions, which are determined by the state and determine the right to conduct educational activities. The second group includes economic or financial methods that describe main sources of state and non-state education and the role of the state in their regulation. The most traditional way of financial provision of education is direct financing through the budget of the corresponding level, as well as receiving additional transfers for activities in the form of grants or subsidies. Other financing methods, the procedure for implementation of which is regulated by the state more indirectly is grant (project) financing, transfer of funds from individuals or legal entities (such as fees for services, non-repayable assistance, targeted financing, etc.), attraction of credit funds. Such a sufficiently wide range of financial support methods allows a fully-fledged development of the educational sector and the attraction of additional resources on partner terms, which is a priority of state regulation of education.
