TERMINOLOGICAL DIFFERENTIATION ON THE ISSUE OF FOREIGN LANGUAGE COMPETENCE OF PUBLIC SERVANTS

Abstract
In the following research the synthesis of conclusions of scholars concerning the definition of the terms “competence” and “competency”, “foreign language competence”, “foreign language communicative/discourse competence” is presented. On the base of the analyzed works it was stressed that there is no comprehensive vision of this problem in science. Scholars defend their thoughts, offer their own ideas and provide the arguments to confirm their conclusions. The author summarized the vision of the relevant concepts and pointed out his own position regarding to the place of these terms in the area of professional competence of public servants. However, the issue is still under discussion concerning the differentiation of the appropriate terms in science.
