Технологія ситуаційного центру як метод ухвалення державно-управлінських рішень / Technology of situational centre as method of making managerial decisions

Abstract
UK Стаття присвячена сутнісним характеристикам технології ситуаційного центру. Окреслюються традиційні та нові підходи щодо розробки та втілення у життя державно-управлінських рішень. Визначається перспективність використання конвергентної парадигми підтримки рішень із застосуванням мережі ситуаційних центрів для мінімізації ризиків інноваційної діяльності. Саме у новій, конвергентній, парадигмі можна забезпечити стійку збіжність процесу досягнення згоди (консенсусу) людей в обмежений час щодо мети і шляхів взаємодій. Ситуаційний центр при цьому розглядається як простір, що включає колективні структури постановки і вирішення завдань, обробки інформації і формування креативних варіантів рішення, призначений змінювати поточний стан керованого об'єкта (ситуаційної проблеми). EN The article is devoted to the essential characteristics of situational technology centre. We consider both traditional and new approaches to the design and implementation of state-making. The perspectives of convergent paradigm decision support using network situational centres to minimize the risks of innovation are determined. It is highlighted in the scientific article that the process of decision making is the epicentre of government, demonstrates not only the destination, but the specifics of this type of crisis public relations. Adopted at this level solutions that take into account both past obligations of the state and the alleged possible effects of realized goals like connecting past, present and future in national development, thus ensuring the continuity of the historical evolution of the country and maintaining continuity between generations of its citizens. As you know, the decision is not only the state, but in general decisions as those studied in science with respect to regulatory and behavioural theories. The first one treats it as a process of rational choice management purposes in difficult situations. To significantly improve the quality of strategic management, information managers, management and decision-making in the networked organizational structures and Crisis advisable to use a network of distributed situational centres (MSC). For this it is necessary to fundamentally revise the existing functionality situational centres.
