The Adminıstration of Evrak-i Sahiha: Monopolizatıon of The Formal Documents in The Ottoman Empire

Abstract
The subject of this article is to analyze the institutionalization of the stamped papers, namely evrâk-ı sahîha, in the Ottoman Empire in 1845. The article argues that the implementation of stamped papers was the monopolization of the formal documents in the Ottoman Empire. It seeks to scrutinize why and how evrâk-ı sahîhawas institutionalized. The article will attempt to explain how this institution became a monopoly and how it was abolished in 1882. To meet the budgetary deficits this bureaucracy made the public compulsory to use the stamped papers by monopolizing the publishing, selling, and even printing of the formal documents in common use. The incomes of the stamped papers in the institutionalizing process before the first regulation of the evrâk-ı sahîha proclaimed in 1861 remained under the expected rates.This article will enlighten failure of the Monopoly of Evrâk-ı Sahîha in substituting stamped papers instead of common papers in common use.
