The assessment of the investment activity and the probability to attract investments to municipal services enterprises

Abstract
The purpose of the article is the definition of the probability to attract investments to municipal services enterprises. The article is devoted to the research of the investment activity and the probability to attract investments to municipal services enterprises (after the example of municipal economy of Novobakinskyi district of Kharkov city). Methodology of research. The solution of the tasks stated in the article was carried out with the help of such scientific and special research methods as analysis and synthesis, systematization and generalization. Findings. In the article it is proved that at the present stage of the development of municipal services enterprises the investments at their own expenses are impossible and therefore there is a need to consider the question of the public investments from the point of view of the multiplier theory. Practical value. It is proved that the introduction of the procedures offered the article will contribute to increase the amount of budgetary subsidies of the second level and will lead to improvement of the use of labor and capital capacity of the municipal economy system. It will lead to lower costs for the provision of the municipal services, improve their quality and the degree of satisfaction of the consumers of municipal services, and therefore will lead to increase the level of payment for the services. The basic scientific principles may be used in the practice of municipal economy enterprises.
