THE CONCEPT AND ESSENCE OF THE PERSONNEL IN THE SYSTEM OF PERSONNEL PROVISION OF ADMINISTRATIVE LEGAL PROCEEDINGS OF UKRAINE

Abstract
The existing in jurisprudence views on the content and essence of the concept of «footage»are examined. Its character synonymous with such categories as «workers» and «staff» is defined. The theoretical approaches to defining the essence of the concept of the above categories are reviewed. It is noted that in determining the nature of the frame of the administrative courts in most cases limited to the inclusion of their panel of judges. Through analysis of existing national legislation we established a category of persons, which can also be viewed as frames of administrative courts in the system of Administrative Procedure of Ukraine. The author proposes the own vision of understanding the concept of «footage of the administrative courts in the system of Administrative Procedure of Ukraine.»
