THE CONCEPT AND RATIO OF CENTRALIZATION AND DECENTRALIZATION

Abstract

Dynamic processes of the modern state not only require a corresponding update or improve the elements of public administra-tion, but also a radical transformation of the state machinery by processes of centralization and decentralization, which are the main factor in the development of good governance and its integration into the European public, socio-economic and cultural space. The optimum combination of centralization and decentralization, the use of European principles and standards of governance at the cen-tral, regional and local level with national traditions provide the advantages and disadvantages negate the implementation of the state policy of Ukraine. The article analyzes the main theoretical approaches to the understanding of the concept of «decentraliza-tion» and «centralization» among domestic and foreign researchers. It describes the main types of decentralization. The main specif-ic features of decentralization and centralization. It analyzes the basic regulations governing the centralization and decentralization in Ukraine. It has been determined that the ratio of centralization and decentralization has a significant impact on the social and po-litical behavior of the citizens of the state, and, as a consequence, creates the necessary conditions for the development of civil socie-ty. It is noted that this is why in recent years the scientific interest for the study of aspects of decentralization in Ukraine has in-creased both in the domestic and foreign literature. In a way, this is due to a factor of increasing the role of Ukraine in the interna-tional arena, particularly in addressing issues faced by the country to join the European Union. It sets the scope of the main prob-lems encountered in the implementation of centralization and decentralization. It is noted that the optimal ratio of centralization and decentralization in Ukraine is a major factor in achieving a consensus in Ukrainian society, which will ensure proper implementa-tion of democratic reforms, accelerate the entry of Ukraine into the world community as an equal partner.
