The connotation of equal educational opportunities and its policy implications

Abstract
Equal education has always been the goal of the vast number of educators. I n a ncient C hina, Confucius used the f our c haracters "education w ithout c lass" t o m ean "e veryone h as t he s ame r ight t o e ducation". T his a rticle d iscusses t he m eaning o f "equality" and "equal o pportunities i n education" a nd p oints o ut that "equality" m eans t hat e veryone h as t he s ame r ight t o e ducation, t hus distinguishing between "e quality" a nd equal o pportunity". T he a rticle a rgues t hat equality is a p ossible e quality, t he e ssence o f w hich i s equality o f e qual o pportunities, a nd a t t he s ame t ime a n e qual r ight. At the same time, this paper also makes some reflections on the necessity of China's current policy of equal educational opportunities.
