Abstract
As an important international financial resource for many developing and less developed countries in today's world, foreign aids and their efficiency have been disputed for a long time. Foreign aid success conditions or the reasons for aid failures are at the focal point of these disputes. This paper aims to present a vast literature on the subject, to test the success of foreign aids in terms of economic development in host countries, to draw the thin line between success or failure of them through focusing on weaknesses and strengths of foreign aids, and to enlighten the policy implications targeted to increase their efficiency. Moreover, according to the results of applied analyses, it has been come forward that the success of foreign aids depends on their structure, donor implementations and absorptive capacities of the host countries. In addition, it has been discovered that foreign aids lack significant economic growth effects.
