THE ESSENCE AND MAIN DIRECTIONS OF ADMINISTRATIVE REFOR IN UKRAINE

Abstract
The article is devoted to the study of the essence of the implementation of administrative reform in Ukraine, the analysis of the concept of “administrative reform”, which is proposed to replace the new, broader concept of “reform of public power”. The main directions of implementation of administrative reform are determined, which will allow to gradually improve the system of public administration in accordance with European standards of governance. It is concluded that the priority of human and civil rights and freedoms should become the main task of the transformations carried out and the most important goal, which will substantially change the historical paradigm of relations between the state and the individual.
