The essence of the concept of “rule of law”.

Abstract
The article, based on scientific views of scientists, the theoretical approaches to the interpretation of the concept of “rule of law”. Emphasized that the present state of understanding of the special law, their characteristics, structure, species does not meet the needs of legal theory and practice. Indicated that the law (law, legal norm) are the kind of social norms in connection with what they possess all the basic properties of the latter. It is proved that the norms of law inherent in a number of special features that significantly distinguish them from other social norms.
