THE ESSENTIAL FOUNDATIONS OF EFFECTIVE FUNCTIONING OF FOOD SECURITY MECHANISM

Abstract
In the current economic conditions, the implementation of the food sector development programs and effective functioning of the food supply lead to the need to improve the implementation tools of food security mechanism. For the efficient functioning of food security mechanism, all components of the mechanism must be in balance. The effective interaction of agricultural sector management system, agricultural insurance markets, rural development programs and other elements of the regulation mechanism of agricultural sector are capable of providing the required volume of agricultural production to ensure the population's basic supply of food. Prominent ukrainian scientists P. Sabluk, V. Vlasov, N. Bаsiurkina, Z. Bondar, H. Dzhumaheldieva, Yu. Diatlova, V. Kyfiak, Yu. Lopatynskyi, P. Lopatiuk, H. Mazur, L. Moldavan, V. Osetsky, A. Pisotskyi, N. Savina, N. Seperovich, O. Shevtsov, M. Shevchenko, O. Varaksina dedicated their work to the problems of the implementation of the food security mechanism. A. Pisotskyi says that the economic relations require the regulation that represents a set of state and market – competitive indicators of impact on the socio – economic process of society. Z. Bondar notes that the main components of complex food security mechanism are the separate mechanisms incorporated in the system of organizational, institutional, legal, social, financial, information, analytical and scientific and methodological tools that need to be used in combination to improve efficiency and achieve major public policy objectives of food security. N. Bаsiurkina distinguishes economic, technological and environmental, organizational and social subsystem of food security mechanism. O. Varaksina focuses on the economic, social, environmental, legal, organizational and administrative components of food security mechanism. All components defined in the above studies should be considered significant when assessing the effectiveness of the functioning of the food security mechanism. Based on the analysis, we can conclude that the necessary components of food security mechanism are the following components: organizational (organizational measures for ensuring effective mechanism), institutional (formation of institutions for implementation of the main functions of the mechanism), legal (formation of a regulatory framework to ensure effective functioning of mechanism), finance and economic (providing formation and implementation of economic instruments and creation of conditions for attraction of financial resources), infrastructure (providing formation and implementation of infrastructure instruments), scientific and methodical (development of scientific and methodical bases of effective functioning of mechanism), social and labor (providing the availability of food for all social groups) components.
