THE INTERACTION OF LOCAL SELF-GOVERNMENT AND TERRITORIAL COMMUNITY: COMMUNICATIVE ASPECT

Abstract

Today’s complex conditions of administrative reform in Ukraine lead to significant changes in the public administration and lo-cal self-government, are changing their relationship with civil society, in which the authorities are the administrative structures, provide services, and the public customer who receives them. Formation of a new approach with respect to the functioning of gov-ernment bodies and local self-government requires a refocus forms and methods of their activities, to direct them to the needs of con-sumers of public services, to rethink the concept of public information management and provide reliable feedback to the public. Solv-ing such problems requires clear and coordinated action by local authorities, which are intended to implement the laws that promote the realization of citizens’ constitutional rights, to provide a set of public services in various spheres of life, in direct contact with the population. As a consequence, the role and importance of communicative activity of local authorities, an important component of which is the establishment of relations with the population and the development of effective mechanisms of information exchange in the field of public-management in order to make effective decisions. The article analyzes the main theoretical approaches to the un-derstanding of the concept of «interaction» among domestic and foreign researchers. To characterize the basic levels of interaction. Noting the importance of information and communicative interaction of local authorities with territorial community to take effective management decisions at the local level. The main legal acts regulating the issues of information activities at the state and local lev-els. We analyzed the main problems that arise during the participation of citizens in solving management problems and information support. The main directions of development of information-communicative interaction at the local level in terms of improving the existing regulatory framework, in order to establish close and effective cooperation between the public, the territorial community and the local authorities.
