THE MAIN APPROACHES TO DEVELOPMENT OF TRANSPORT SYSTEMS DEVELOPMENT STRATEGIES IN UKRAINE AND IN THE WORLD

Abstract
The purpose of our study was to substantiate the main approaches to the development of transport systems development strategies in Ukraine and in the world. It is established that most modern approaches to the development of strategies solve almost the same main task – identify key problems-factors that affect the development of the enterprise and seek the resources for their more effective use. The analysis of the National Transport Strategy has revealed a number of problematic issues. Firstly, it is not fully consistent with strategic documents adopted earlier. Secondly, as in previous strategies, all priority goals and objectives are set for the final long-term horizon – 2030. There are conflicting provisions in the text of the document. Also, a large number of provisions of the National Strategy bear the declarative, and sometimes theoretical, character.
