THE MAIN PROBLEMS OF THE PERSONNEL PUBLIC POLICY FOR THE HEADS TRAINING IN THE SPHERE OF HEALTH CARE

Abstract
This article considers the main problems of the personnel policy in Health Care administration under conditions of the long-term crisis in this field caused firstly by the weakness and imperfection of public administrationmechanism. The reason is the connection of different factors: rapid personnel turnover, lack of professional qualifications and working experience, tampering, lack of patriotism and no national idea, weak economic basis of the launched reforms in the field. The article shows the necessity to liquidate such specific factors for the medical field like no economic and legal training on account of exclusion of the professional approach to the administration in this field. The main task of the personnel public policy lays in formation of the professionally trained generation, high-toned and law- abiding civil servants by theoretical and methodological background development in the public administration improvement in heads training for the medical preventive institution of Ukraine under conditions of integration into a single European area on basis of Bologna process. A system-oriented analysis of the national and foreign science sources according to public administration in heads training for the medical preventive institution was performed. A modern condition of the public administration mechanisms in heads training for the medical preventive institution legislative environment was analyzed.The Health Care heads and managers training and retraining procedure was described. The model of the future manager was developed: global strategist, leader, change conductor.
