The prevention of social orphanage in conditions of multilevel governance formation in Ukraine

Abstract
The article deals with multilevel governance approaches on prevention of social orphanage. In particular article analyzes supranational level especially UN specialized activities structure – UNICEF, which dealing with problems of orphans in world. On national level, it outlines and forms system of state and local self-government bodies, which dealing with questions ensuring child rights in counteracting of social orphanage. It points level of territorial community and level of NGO. The article also outlines that among different levels of guardianship there are no hierarchical subordination, accountability, controllability and proper cooperation. However, by applying of subsidiarity principle it can be avoided by duplication of powers and all contradictions.
