The Rise and Activity of the Local Polish Administration of the Słupsk District in the Years 1945–1949
Journal Title: Theory and Practice of Social Systems Management - Year 2017, Vol 2, Issue 1
Abstract
One of the most important issues in 1945 was the granting of Poland to the temporary administration of German territories on the east side of the Odra River. Part of the recovered territories among which is also the Słupsk district-was as a kind of recompense for Poland for the lost eastern borders. The government of the USSR was the main protector and guarantor of the new frontiers. The first Polish officials who came to the district of Slupsk were tasked with setting up a center of Polish power in these lands, but unfortunately they found complete chaos, which was fueled by the Red Army troops stationed there and the Soviet commanders of war. In addition to this, the central authority- in the form of the National Council of Nations- rom the very beginning sought to politicize these regions and fight against the opposition nationwide. It also sought to take over the region and the entire recovered territories by assimilating it into the rest of the country through the Ministry of Reconstruction, set up in November 1945. Since the last autumn, the control apparatus of the local government (the national councils) had been formed in these areas, which allowed the authorities to adopt a uniform policy in the subsequent years. For a long time, the main problem of administering the recovered land was the absence of a legally established status of membership in Poland, which eventually was overcome in 1949 by the liquidation of the Ministry of Reconstruction.
