THE ROLE AND IMPORTANCE OF THE HEAD IN THE ACTIVITIES OF BODIES AND DEPARTMENTS OF THE NATIONAL POLICE OF UKRAINE

Abstract
The article examines the role and importance of the head in the activities of the structural unit of the National Police. It has been established that solving the problems of staffing for the management of managers in such a state body provides for the implementation of systematic organizational and legal measures based on the use of domestic experience and the adaptation of internationally recognized management standards in the field of law enforcement. The training of management personnel of the National Police requires the introduction of a management model based on competitive selection mechanisms. An important prerequisite for high-quality selection for management positions is the development and introduction to management practice of staffing management models of managers. The model includes four components: theoretical and methodological: knowledge of the theory and methodology of management; practical: professional knowledge, interests and requests; setting and solving targets; the formation and improvement of intellectual, practical skills; creative focus; self-regulation, self-improvement, self-education; organizational: knowledge of methods and techniques of management; personnel management; application of the latest techniques and technologies; software and information and communication software; innovative, experimental, scientific activities; psychological: individual professional abilities; labor and special experience; business, moral, ideological qualities; ideals; general cultural norms. The work of police teams lacks the organizing role of leaders. The leader’s rating is completely dependent on professionalism, personal example in the work, ability to manage the service on a concrete basis, exactingness, justice, care for the subordinates and responsibility for them. Together with financial, material, economic and domestic problems, a significant impact on the state of the socio-psychological climate in police teams has the ability of management to organize the activities of subordinate units. The leading place among adverse conditions is grounded by mutual relations in police teams, namely those whose elimination is entirely within the competence of the managerial activity of the leader as a leader, that is, purely flaws in the management and control of subordinate teams.
