The role of public media in reforming of cultural policy: Ukrainian experience

Abstract

The purpose of the article is to analyze the role and functions of public media in solving the tasks of reforming of cultural policy in Ukraine at the present stage. The research methodology is based on the application of the system- structural analysis method, a comparative method that allows to identify the relationship between processes of moderni- zation of modern media policy and cultural policy based on a comparison of domestic and foreign experience. The sci- entific novelty consists in analyzing new forms of social communication practices and cultural policy strategies using modern information technologies and, above all, public media, as well as identifying ways to modernize the state media policy. Conclusions. There is a need for a broader understanding of the concept of "cultural policy" in the information age, since information space becomes a space for cultural development and the formation of public opinion. Therefore, the integration of cultural and information policy of the state becomes an important condition for social progress. An ef- fective factor in this process should be public media – public television and radio broadcasting, Internet communications that require state and public support, economic and political guarantees of their independence being enshrined at the legislative level. Independent public media is an important element of the functioning of civil society and an effective fac- tor of the democratization and decentralization of cultural policy.
