The role of the new School Evaluation System in the transformation of school organizational culture for innovativeness

Abstract

School seems to be the most important factor in creating conditions for the development of innovativeness at all levels: personal, organisational and social. It can create such conditions through the development of individual competencies that are the core factor necessary for innovative processes at an organisational and social level. Unfortunately, schools are organisations with a bureaucratic culture that is focused rather on the transmission of knowledge and preservation of existing social structures and ways of thinking. It unfortunately deprives the development of creativity and readiness for change that are vital in fostering human innovativeness. The main aim of this paper is to show how the reform of the Polish School Inspection System which has introduced school evaluation can be a chance to transform the culture in schools, a culture that is focused not on knowledge transmission and preservation but on knowledge transformation or reconstruction as the basis for innovative processes. Research carried out in a number of schools taking part in a pilot scheme of school evaluations shows that the desired school culture develops in Polish schools.
