THE STATE OF RESEARCH ON THE ECONOMIC ACTIVITIES OF THE RAILWAYS

Abstract
This article analyzes the current state of research on the economic activities of the railways. The emergence of rail transport was due to the necessity of transportation of cargoes and passengers. Accordingly, such shipments accounted for the maintenance of the railway operations. At different times this work has been the subject of scientific interest of various research fields: technical, economic, legal, military, state government, etc. In legal science, the study of economic activities of the railways is also carried out with the positions of the various sectors: economic, civil, administrative, criminal, etc. Identification and evaluation of economic activity of the railway allows to design specific optimization measures aimed at improving the industry’s competitiveness in an aggressive market environment. The analysis of the current state of research on these questions to summarize the existing views on the functioning of the railways and to define directions of improvement of legislation regulating the implementation of economic activity on the railroad. Economic activities railways received a thorough scientific study at different times. Scientific interest in the economic activity of the railways to have evolved before the appearance and development of railway transport. The research attention was drawn to a new kind of modified transportation and public policy in the road sector. The first significant work done in the 30-ies of the XIX century and later executed throughout the existence of the corresponding state formations on the territory of modern Ukraine until 1917. Significant study of economic activities of the railways took place in the Soviet Union. Such research takes into account the functioning on the time model of the transport system. At the time of independence of Ukraine the study of economic activity was made mainly in the context of economic, civil, criminal, and other technical aspects. Taking into account the reform processes in the railway industry study of economic activities of the railways, it is vitally important given the need to justify new activities in terms of restructuring legislation and the optimization of certain types of such activities.
