THE STATE-OWNED BANKS SPECIFIC FEATURES IN UKRAINE

Abstract

The article represents the specific features and challenges the state-owned banks are facing under the modern social and economic conditions in Ukraine. The purpose of the paper is to identify the specific features, which distinguish the state-owned bank from others and outline perspective issues aimed at improving their functioning. The following modern scientific methods of research serve as a methodological basis of the analysis: analysis and synthesis, induction and deduction, comparison, systematization and generalization. The research analyses the existing scientific approaches, which study the state property effectiveness in the banking system, i.e. the theory of “development” and the “political” theory, which have a different vision of the state-owned banks’ contents and efficiency. In addition, the paper highlights the features which differ the state-owned banks from among other ones: the existence of unique functions and tasks; special attention to social activities; the complex system of the strategic management due to the ambivalence of the bank goals; direct active state influence on the strategy of the bank activities; additional external control from the state, etc. Moreover, the article concentrates on the peculiarities of the state-owned bank social activities (transparency of its activities, the developed system of the corporate management, profound corporate work with the employees, advanced charity activities, adherence to the principles of business ethics) and carries out the basic indicators analysis of the domestic state-owned banks activities (i.e. Oshchadbank, Ukreximbank, PrivatBank, and Ukrgasbank). In conclusion, the study reviews the existing challenges the state-owned banks in Ukraine are facing (one of which is a significant number of non-profit loans) and possible ways for their solution (the independent supervisory boards; selling of the bank’s capital share to a strategic foreign investor).
