THE STRUCTURAL CONDITIONS OF THE FORMATION OF EDUCATIONAL POLICY AGENDA DURING THE PARLIAMENTARY ELECTIONS IN UKRAINE (1998–2014)

Abstract

In modern political science there is increasing of attention of researchers to the distribution and exercise of power over the agenda at the level of the political system in general. Within this perspective in the article the influence of structural conditions on educational policy agenda is turned out. Based on the empirical analysis the description of the dynamics of changes in educational policy agenda and such structural factors as a political regime, a form of govern-ment, an electoral system and a party system are carried out. In the course of the analysis the constellations of political structures that make polyvector effect on articulation and aggregation of education problems during the parliamentary elections in Ukraine were detected.
