The substantiation of the new paradigm of the policy of innovation development of the regions of Ukraine

Abstract
The relevance of the formation of an effective innovation for regional development policy is conditioned first of all by the fact that it is designed to promote human development in the region, the formation of active social sphere as within them, and in the state as a whole. Equitable economic cooperation between Ukraine and other countries of the world, its real independence and security are possible only with the active development in the regions of the national scientific and technological potential and use it to create and innovate. That is why the implementation of an effective innovation policy in Ukraine, the basis of which must be new knowledge and effective use of it, should be one of the priority national and regional interests of the state. However, the pace of innovation and change in the structure of Ukrainian production technologies, a large part of the discrepancy of domestic goods level of modern scientific and technological support, which leads to their lack of competitiveness on the domestic and foreign markets, indicate the lack of attention of the state policy to encourage scientific research and their implementation. That is why, an extremely important aspect is the study of the theoretical foundations for the formation of an innovative policy for the development of regions, since scientifically based use of them will ensure the effectiveness of innovative ways of developing regions.
