THE THEORETICAL ASPECTS, FEATURES AND CONTENT OF TERMS “STATE-CREATION” AND “STATE-BUILDING” IN SCIENTIFIC WORKS OF HISTORIANS AND LEGISLATORS DEVOTED TO THE PERIOD OF UKRAINIAN REVOLUTION 1917–1921

Abstract
In the article was preseneted a brief comparative analysis of scientific works of Ukrainian historians and lawyers. In these works is summarized the study of the problem of national state-building in Ukraine in 1917–1921. Special attention is drawn by the author to different approaches of scientists to the understanding of the term "state-building", its essence in the narrow and wide meaning. All this has led to discussions on the interpretation of the main stages of the history of the formation of Ukrainian statehood and law in this period.
