The Tools That Are Used in the Motivation of Public Employees

Abstract
Motivation is an important concept that directs the behavior of individuals within the organization and motivation also enables individuals to move towards a spesipic goal. The most important resource is the human factor that will ensure the success of organisations. It thought that limited resources in the world we live in, and it can be clearly seen that manpower ist the richest source in this world. One of the most important factor that enables the success of the organization is motivating employees. The aim of this study is to examine the tools used in the motivation of public employees. Firstly, individual and organizational definition of motivation will be made. After examination of motivation concept theoretically, basic principles of public services will be explained and the differences between the public sector and the private sector will be discussed in the framework of motivation. After discussing the differences between public administration and private management, motivation tools used in public institutions will be discussed in the framework of economic motivation tools, with psycho-social tools, organizational and managerial tools
