THEORETICAL ASPECTS OF PERSONNEL POLICY AT THE (SUB) REGIONAL AND MUNICIPAL LEVELS

Abstract
The article is devoted to the theoretical aspects of personnel policy at the (sub) regional and municipal levels in Ukraine in modern conditions, which are characterized by enormous changes in the state’s socio-political development, the processes of economic reform, democratization and decentralization. The article focuses on the necessity of the Ukrainian civil society formation, and on its role in the personnel policy of local self-government, whose work is an indicator of democratic society, as the local authority provides a citizens daily functional needs of in the political, social and cultural spheres. It’s also proved that constructive social partnership between the center and the regions of our country promotes special motivational management of all structural elements of the local government - special training of staff personnel (offi cials) in order to work in the village, town and city councils; in the executive bodies of the council; district and regional councils, which represent common interests of territorial communities of villages, towns and cities; bodies of self-organization population. The perspectives for new studies on the implementation of personnel policy at (sub) regional and municipal level in the context of power decentralization, the creation of communities, capable of harmonizing the social and political life of society are also outlined in the article
