THEORETICAL ASPECTS OF THE FORMATION OF THE STATE REGULATORY POLICY IN THE FIELD OF DEVELOPMENT OF SMALL AND MEDIUM ENTERPRISES

Abstract
Today, small and medium-sized enterprises sector plays an important role in ensuring sustainable growth of the national economy. Small and medium enterprises ensure the formation of the revenue part of the budget of the country, ensuring employment and return of the population, meeting the needs of society in goods and services, developing industrial and innovative potential, forming the international image of the state, etc. However, the advance development of business entities in the leading countries of the world, the intensification of competition in the global market, the lack of a favourable business environment for the development of domestic small and medium enterprises significantly impede the ability to realize their potential and ensure sustainable growth. Therefore, the formation of effective state policy in the sphere of regulation and support of small and medium enterprises development becomes of topical significance. An important issue is the study and improvement of theoretical aspects of the formation of state regulatory policy in the field of small and medium business development. In the article, the author considers the main scientific approaches to the definition of the concept of state regulatory policy in the field of economic activity, in particular, the business sector. The author’s definition of the economic category “state regulatory policy in the sphere of small and medium enterprises” is formed as a direction of the state regulatory policy, which involves applying a systematic approach to the formation of a complex of effective mechanisms, methods, and instruments of regulatory, coordinating, supporting, and stimulating influence of the state on subjects of small and medium-sized businesses in order to ensure their sustainable socio-economic development. The main directions of implementation of the state regulatory policy in the sphere of small and medium enterprises, which are grouped by two vectors – regulatory and coordinating, supporting and stimulating the state influence on the functioning of small and medium business entities are revealed. It will become a theoretical basis for the formation of an effective mechanism of state regulatory policy in the field of small and medium-sized businesses, defined as a direction for further scientific research.
