Training Vouchers for Persons Aged Over 45 Years as Tools of Active Labour Market Policy

Abstract

This article analyzes the experience of the first two years of the voucher program of vocational training for people over 45, which was introduced by the new wording of the Law of Ukraine “On Employment”. The analysis is based on the integrated use of formal legal information and statistical data sources and sociological survey. The voucher program is a real instrument of state policy in the labour market and educational services, which perform at least two important objectives: stimulating people aged over 45 to continue their education, making it possible to fill in the gaps or compensate for the poor quality of previous education, and optimally combines monetization of educational services while preserving the social orientation of the program and the role of its members in decision-making. Measures are proposed to improve the existing voucher program in the following areas: flexibilisation of conditions of the program and increase of its availability; review of approaches to the provision of educational services for adults; improvement of financial parameters of the program; procedural and technological improvements.
