Abstract
Problematyka zawarta w niniejszej publikacji koncentruje si na analizie podstawowych cech elementów konstrukcyjnych cła, do jakich bez wtpienia naley zaliczy ulgi i zwolnienia celne. Przeprowadzona analiza wykazała zachodzce rónice w ich budowie, jak i pełnionych przez nie funkcjach. Z ich charakteru prawnego, a take miejsca w konstrukcji prawnej cła wynika, e nie s one niezbdne dla bytu samego cła.
