Uluslararası İlişkilerde Güvenlik Kavramı ve Realist Yaklaşım’a Genel Bakış / The Concept of Security in International Relations and Overview Realist Approach

Abstract
Bu makale güvenlik anlayışında realist yaklaşımı açıklamaya çalışmaktadır. Uluslararası ilişkilerde realist yaklaşımın egemenliği, savaşların artması ile güçlenirken geçmiş tecrübelerden faydalanarak, savaşların etkisini azaltmaya yönelik çalışmalar gerçekleştirmektedir. Realizmin etkinliği 2. Dünya Savaşı ve öncesi, soğuk savaş ve 11 Eylül saldırıları ile artarken, çağdaş yaklaşımın önemli bir parçası olmuştur. Bu konuyla ilgili günümüzde yoğun çalışmalar yapılmaktadır. Geçmişte Sun Tzu, Machiavelli, Yusuf Has Hacib gibi düşünürler de güvenlik konusunda açıklamalarda bulunmuş ve günümüze ışık tutmuştur. Realist görüş, devlet güvenlik anlayışında etkili görüş olmuştur. Bu durum 11 Eylül saldırıları ile teyit edilmiştir. 11 Eylül saldırılarından sonra dönemin Amerikan Başkanı olan Bush basın açıklamalarında bulunarak realist görüşün bir enstrümanı olan “Bush Doktrini”ni dünya ile tanıştırmıştır. Realist görüşe sahip olan düşünür ve akademisyenler, güvenlik, tehdit ve bu doğrultuda uygulanacak gücün yöntemini ve derecesini sistematik bir şekilde irdelemiş ve farklı perspektiften konuyu ele almışlardır. This article tries to explain the concept of security in the realistic approach. Realist approach in international relations, sovereignty, war and strengthened with increasing advantage of past experiences efforts to reduce the impact of the war is to perform. Realist thinkers and scholars who have opinions, security threats and methods in this direction and degree of force to be applied in a systematic way to examine the issue from different perspectives and have picked up.
