Abstract
The base of article is the assumption of the existence of two energy levels of both electrons and protons in atoms. Introduced the concept of free electrons and free protons. Established that elementary electric charge is equal to relative deficit of the energy of a free electron, or a proficit of energy of the free proton. It is shown that the energy transitions of electrons and protons from one level to another takes place by double jumps, analyzing the specifics of which proves that double jumps do not alter the steady-state atoms. Regularly playing instant and prolonged energy levels of electrons and protons, double jumps are a factor of stability of atoms.
