WATER SUPPLY ENTERPRISES: SAFETY OF PRODUCTION PROCESSES IN THE CONDITIONS OF LEASING OR CONCESSION

Abstract
It is proved that the involvement of private operators in the water and wastewater services is accompanied by certain risks of lowering the level of safety at water supply enterprises. The review of legislative acts obliging private operators to keep water supply companies in accordance with the requirements of state standards, norms and rules, and stipulating the responsibility of the participants for the safety of the facility operation are fulfilled. The main directions of activity are determined which will allow to raise the level of safety at water supply enterprises. The basic functions of water supply enterprises are defined, successful implementation of which effects not only safety of water supply and sanitation systems, but also health of people. The specifics of operation of water supply enterprises by private operators which contain potentially dangerous objects and objects of high danger are considered in the article.
