Abstract
This paper examines a role of External Independent Testing (EIT) as a component of the system of external quality assurance in education. The author defines the mission of EIT in its present sate as a transition from control and evaluation to active involvement in the process of quality assurance in education. The author analyzes capacity of EIT to provide educational institutions, educational authorities of different levels and all stakeholders with reliable and full information for effective decision-making in the sphere of educational policies. The author shares experience of cooperation in this sphere between Kharkiv Regional Center for Educational QualityAssessment and educational authorities, departments of methodology of Kharkiv, Sumy and Poltava Oblasts. The article deals with certain results of EIT, characterizes information resources that educational institutions can use to perform in-depth analysis and overcome identified problems. The article contains recommendations for the improvement of educational services, addressed to departments of education, departments of methodology and heads of educational institutions.
