ABOUT THE MONARCHIST COUNTER-REVOLUTION IN EASTERN EUROPE IN 1918-1919

Abstract
Newly independent states, that emerged after the collapse of the Russian and Austro-Hungarian empires (Finland, Ukraine, Don, Hungary) became the basis of the monarchist counter-revolution and restoration. In two of them (Finland and Hungary) monarchy was restored, in that time Ukraine and Don retained the republican form of government, but their safety and independence were associated with the restoration of the monarchy in Russia in its borders according to Brest-Litovsk peace agreement. However, All-Russian monarchist counter-revolution did not have a single view on the question of Russian statehood unity after the restoration. For example, Generals N. Yudenich and E. Miller recognized the independence of Finland and Estonia, while General F. Keller, Count D. Heiden defended the idea “Russia is One and Indivisible!” and tried to prepare the mutiny against the Hetman and Ukrainian State. Admiral A. Kolchak’s point of view was the destiny of the statehood of new independent states should be decided by the All-Russian Constituent Assembly, and he did not recognize the independence of Finland and the Baltic States even after their recognition by the League of Nations. Kolchak’s position in the question of recognizing the independence of Finland, Estonia and other new states complicated the struggle against the Bolshevism.
