ADMINISTRATIVE LAW REGULATION OF STATE AID TO BUSINESS ENTITIES IN UKRAINE

Abstract
The article researches the problematic of administrative law regulations of state aid to Ukrainian business entities, the role of local government authorities in the sphere of services, monitoring and control for state aid to Ukrainian business entities has been determined. The peculiarities of state aid under the conditions of integration, competition and entity functioning in the field of free trade zone, has been studied. It has been determined, that the law “State aid to business entities” determines the reformation approach to state aid, the conditions for its receiving and the main methods of monitoring of the process transparency. The legislation regulating social relations in the sphere of state aid has been studied, the disadvantages of it has been analyzed and the ways of its improvement has been proposed. It has been proved that state aid must not limit the competition and all the administrative and law methods must help every entity without influence on competition between them. The state aid must be controlled and avoid measures which decreasing the level of competition. So, national legislation in the sphere of state aid must be improved and be in accordance with international legislation norms. It has been found that Antimonopoly Committee of Ukraine as the organ having functions of state aid to business entities must develop the activities towards official technical support and provide methods of estimation and monitoring for transparent providing with it.
