Biblioteca pública, entre teoria e prática

Abstract
This paper discusses the gap between the theory and practice of public libraries. It is an overview of the development of Brazilian public library in comparison with the guidelines and theoretical orientations, confronted with the reality of Distrito Federal. This is an exploratory research conducted through literature review and interviews with specialists, managers of libraries and librarians from Distrito Federal. Concludes that was developed a model of public library founded in social expectations of common sense and also that through public policies with wide participation of specialists and librarians and with the use of new indicators it is possible to change the current situation of these libraries.
