Civil servant and public servant: conceptual and legal characteristic

Abstract
The article is devoted to a characteristic of a civil servant as the main subject of civil-service relations in the field of civil service. Comparative legal analysis of Laws of Ukraine “On Civil Service” of 1993, 2011, and 2015 years concerning the definition of the concept “civil servant” is conducted. The main signs of a civil servant are distinguished and characterized. A characteristic of public servant’s features is provided. A differentiation of concepts of “civil servant” and “state authority employee” is made. An attention is paid to service functions provided by employees of state authorities.
