Divergence of the approaches to diagnose of a cadre potential in the small and large trade enterprises

Abstract

Annotation. The purpose of this article is to develop and validate a methodological approach to diagnostics of cadre potential in both large and small trade enterprises on competency-based approach with consideration of divergent opportunities of organization and conduct such diagnoses in these enterprises. Methodology of research was based on the use of methods of system analysis and synthesis, survey, comparisons, evaluations, and mathematical modeling. Findings. The methodology of comprehensive diagnostics of the enterprise’ cadre potential that based on the principles of competency approach with considering the divergences in its organization and conduct for different-sized trade enterprises was developed. The comparison of the evaluation criteria of the seller-cashier and store manager functions was performed. The system of indicators that measure the trade company's personnel policy effectiveness and efficiency was further developed. This system was supplemented by the coefficient of expenditures on personnel policy. Based on the results of the study, it was suggested that the process of comprehensive diagnostics of the cadre potential is completed by the calculation and analysis of the coefficient of ratio between the actual enterprise staffing costs and the planned costs that providing the enterprise with the necessary cadres (or that bringing the cadre potential of the trading enterprise into the so-called desired state). Practical value. The basic and managerial personal and general functional competencies and their priority for estimation of cadre potential of different cadre positions at the trade enterprise are determined. The methodical recommendations for choosing the type of personnel policy are developed, depending on the results of comprehensive diagnostics of the personnel potential of the trade enterprise.
