ESTIMATION OF FUNCTIONAL EXECUTIVES’ WORK USING EXPERT METHOD 

Abstract

An approach to estimation of functional executives’ work has been described. Recommendations on application of expert method for estimation of functional executives’ work have been developed. There has been analyzed business and personal qualities of executives of functional business units. To obtain objective data about qualities of a functional executive there has been proposed to carry out expert estimation of the qualities by independent respondents from among the business employees. The proposal is in improvement of the expert method of executives’ work estimation. The method is that a panel of experts, to which it is proposed to involve the enterprise employees, gives its estimation to an executive’s business and personal qualities independently. The qualities characterizing the executive are estimated by the experts according to the 5 point scale depending on their presence or absence in the executive’s character. To carry out the expert estimation of an executive’s qualities there has been developed a questionnaire, which can be used to characterize functional executives of any enterprise irrespective of their type of activity. The studies and the questionnaires filled in by the experts can serve as a basis for analysis, which ultimate objective is to obtain information required for making decisions on the candidacy of the employee under study: at selection and assignment to positions; formation of a skill pool; planned certification of employees; improvement of payment and incentive schemes. When making preparations for the study, a specific attention should be paid to choosing proficient experts from among employees of the enterprise, where the executive under study works. It is possible to select experts from other units, with which the executive maintains steady relationship in virtue of his professional functions. Every candidate for the role of an expert should be chosen taking into consideration recommendations of the direct supervisor of the employee under study as well as other supervisors well-informed about his production relations.
