Evaluation method for social costs, including economical ones, of road accidents in Poland from the aspect of BRD

Abstract

The paper covers a couple of road safety aspects. Attention was drawn to so far unduly (according to the authors) exposed problems of negative effects of road accidents, expressed in the form of economic losses. The article separates classes of losses, particularly incurred by both direct perpetrators of accidents and road traffic participants, as well as the general public. Attention was drawn to the values of costs of road accidents, attributed to GDP and the most spectacular budget expenditures. The discussion was centered on the issue of precise monitoring the legitimacy of the social costs implied in the human participation sensu largo in road transport. In reference to that subject some authorial ideas of global assessment of the costs methods were proposed. The article presents the economic dimension of the social consequences of road accidents taking into account both categories of purely economic losses and social costs related to decreased efficiency, impaired social cycles, and hard to measure pain and suffering of direct and indirect victims of road accidents.
