EVALUATION THE EFFECTIVENESS OF FUNCTIONING AND DEVELOPMENT THE PASSENGER TRANSPORT ENTERPRISES

Abstract
Annotation: In the current economic conditions as a result of a significant proportion of unprofitable passenger economic activities of many enterprises passenger transport is characterized by low efficiency. The need to ensure the industry enterprises and the self-financing capacity of self-development requires a change in their economic conditions. Investigation of possible changes in economic conditions of passenger transport enterprises requires the construction of a system of indicators to assess the socio -economic benefits of each alternative. Given the trends of social development was prompted by four generalized (composite) scenario disclosed content characterized the mechanism of action and the consequences of implementation of each of them. Based on the need to meet the different social interests and goals due to the difference in the assessment of the performance of passenger transport companies, for individual subjects of the market transport services identified the main effects and formed subsystem performance indicators that make up the overall system evaluation. To achieve the objectives of the study were used by the general scientific, specialized and interdisciplinary methods and techniques of theoretical knowledge, in particular semantic and logical analysis to determine the content of the concepts of social and economic performance, analysis and synthesis of future scenarios to summarize the operation and development of passenger transport companies, abstraction and systematization for establishment of key performance indicators, special – graphical and tabular methods, elements of system analysis for the interpretation of the values of the set of indicators of socio-economic efficiency. The proposed evaluation system formed from a set of key performance indicators, allows taking into account the economic interests of stakeholders, identifying the level of social utility and passenger transport is a tool for measuring the degree of achievement of objectives in selecting operating conditions and scenarios for the passenger transport enterprises.
