Failure of a legal norm to achieve the result aspired for by its creator due to legal norm neutralization

Abstract
The article deals with such a feature of legal norm neutralization as a failure to achieve the result aspired for by the creator of this norm. It studies the peculiar methods, with whose help specialized norms and rules of law detect the failure of the norm to achieve its intended result.
