FORMATION OF THE MODEL OF EFFECTIVE DEVELOPMENT MANAGEMENT OF THE RESOURCE POTENTIAL OF THE RAIL TRANSPORT OF UKRAINE

Abstract
This scientific article is devoted to the need of development management of the resource potential of rail transport enterprises, examines in detail the examples of forming models for managing the development of the resource potential existing in the domestic scientific literature, and also makes a comparative analysis of them, which resulted in highlighting the common features of these models. The model of managing the development of the resource potential of railway enterprises has been improved by adding to it the stages of evaluation the level of development of the resource potential of railway transport and planning through optimizing the resource potential based on this assessment. The model is presented in graphical form. A detailed description of the author’s management model is given, which in general includes seven stages: setting goals, analyzing available resources and opportunities, analyzing strategic alternatives, choosing a strategy for developing rail transport resource potential, implementing a strategy for developing resource potential, assessing the level of resource potential development, planning stage through the optimization of the resource potential. The article points out the advantages of the author's model compared to other models, gives a range of values of the integral indicator of the development of the resource potential, depending on which decisions are made to optimize the resource potential. The author's model accumulates the advantages and minimizes the disadvantages of the existing models for managing the development of railway transport and can serve as one example of a theoretical and methodological approach to solving the problems of railway transport in Ukraine. Also in this work, the theoretical and methodological guidelines for development management of the resource potential of an enterprise were further developed
